The WHCCA was established in 1991 with a set of bylaws which were intended to be flexible, and yet which would allow the organization to meet the legal and functional requirements of a non-profit neighborhood service organization.

In 2004 the bylaws were extensively reviewed and revised by the board of directors and are in the process of being formally approved.  The bylaws which are currently posted below do not yet reflect these revisions.
